Penalizing The Homeless For Just Being There
A story out of Louisville at the intersection of, well, many things.
The long and short of this story is, Lt. Caleb Stewart of the Louisville PD approached a homeless woman in September. Thing is, she was essentially in the middle of giving birth, and he wanted to afford her a citation for camping outside, I.e. a penalization for being unhoused.
